What the governments say

Three governments give different advice on Uganda, and their pages change. The positions below are as of 21 October 2026. This page does not add its own safety rating. Read the current notice of your own government before you book.

The advice for the whole country is a different thing from the advice for a single town. The table shows what each notice says in its own words, in short form.

Travel advice compared

Short forms of the official positions. Always read the full notice.

GovernmentDatePosition in short
United Kingdom (FCDO)Changed 8 October 2026No blanket warning against travel to Uganda on the warnings page. Extra caution in the west on the DR Congo border, near border parks, on the South Sudan border and in Karamoja. Landslide risk in the east in heavy rain.
Germany (Auswärtiges Amt)Valid 21 October 2026, changed 9 October 2026Advises against non-essential travel to Semliki National Park and in the remaining 20 km border strip with the DR Congo. Extra caution at Queen Elizabeth, Bwindi, Mgahinga, Ruwenzori, the Virunga volcanoes and Karamoja.
United States (State Department)Issued 4 June 2026Level 4, "Do not travel", for Uganda as a whole, citing crime, health, terrorism and unrest. The page mentions limited emergency consular help in connection with Ebola.

The UK phrase "against all travel" refers to areas of the DR Congo and South Sudan named in the notice, not to all of Uganda. The areas that the UK and German notices single out are in the west, in Karamoja and along the borders. The US advisory covers the whole country. The end of the Ebola outbreak does not on its own update the US level.

Our pick: a day tour with hotel transfer

Our take: The UK advice on this page discourages matatus and boda-bodas, and this day tour covers the road with a hotel pickup in Kampala or Entebbe.

Health: what to know in 2026

Facts with dates. Ask a doctor about your own plan.

Ebola

The WHO and Africa CDC reported the end of Uganda's Bundibugyo Ebola outbreak on 27 August 2026, after 42 days with no new confirmed case since the last patient left care on 16 July 2026. The outbreak began on 15 May 2026, with 20 confirmed cases and 2 deaths. The report does not say Uganda is permanently free of Ebola. An earlier outbreak, of Sudan virus, was declared over on 26 April 2025.

Yellow fever and entry

Uganda's notice of 2 October 2026 states that a yellow fever certificate is no longer mandatory for entry. A vaccination recommendation is a separate medical matter.

Getting there →

Malaria

The US CDC lists malaria risk throughout Uganda, mostly the P. falciparum type. Use mosquito protection and decide on preventive medication with a doctor.

Mpox

A Ministry of Health report of 2 September 2025 described an active epidemic, with 120 of 146 districts affected since the start and 32 with new cases in the previous 21 days. These are past figures, not a current rate for Jinja in October 2026.

Bilharzia and the water

The CDC names the Nile and Lake Victoria as places where schistosomiasis (bilharzia) spreads, and skin contact can be enough. It advises against swimming in fresh, unchlorinated water. A claim that fast water is free of the parasite is not reliable. A local operator saying swimming is fine is not a medical finding. Wear a life jacket on boats.

Animals

The CDC advises not to touch or feed unfamiliar animals.

Roads, rafting and rules on the ground

Roads. The UK advice discourages boda-bodas and matatus and mentions accidents on the road between Jinja and Kampala. It also advises against driving outside big cities after dark.

Rafting. Rafting is a river sport with real risk. Operators describe life jackets, helmets and safety kayakers. Those are the operators' own statements, not an official certification. Age limits differ by product. One operator sets 16 for Class 5 and 8 years and 30 kg for Class 3. Another operator sets 16 for its main trip and handles younger riders case by case. Follow the briefing.

Rafting on the Nile →

Photography. The UK advice bans photos of military, government and diplomatic sites, and it names the Owen Falls Dam near Jinja. A Source of the Nile tour does not give general permission to photograph power stations.

Cleaning day. On the last Saturday of each month from 07:00 to 10:00, the UK advice describes a nationwide cleaning day with shop closures and limits on non-essential movement. Tourists and international travelers are among the exceptions, but the UK says the way it is applied is unclear.

Border. The UK advice states that the border with the DR Congo has been closed since 27 May 2026, with limited exceptions.

Laws travelers should know

The UK advice describes the Anti-Homosexuality Act of May 2023 as part of the current risk picture. Same-sex sexual acts can lead to life imprisonment, and aggravated offenses to the death penalty. Supporting LGBT+ rights can also be punished. Read your government's advice for LGBT+ travelers before you plan a trip.

Is Uganda safe? Frequently asked questions

Is Uganda safe to visit?

The governments differ. The UK has no blanket warning on its warnings page, Germany advises against non-essential travel in named border areas, and the US shows Level 4 for the whole country. Read the full notices, because this page gives no rating of its own.

Is Jinja safe?

The notices name regions and risks and do not rate individual towns. Read them for what they say about roads, health and local laws, and use the sections above.

Is it safe to swim in the Nile or Lake Victoria?

The CDC names both as places where bilharzia spreads and advises against swimming in fresh, unchlorinated water. Operator claims that swimming is safe do not replace that advice.

Is the Ebola outbreak over?

The WHO and Africa CDC reported the end of the outbreak on 27 August 2026. The US advisory of 4 June 2026 was still shown at Level 4 on 21 October 2026.

Is rafting safe?

It carries risk. Operators describe their safety gear and age limits, and these are their own statements. Ask about the age and weight limits for your trip.

Can I photograph the Owen Falls Dam?

The UK advice bans photographs of military, government and diplomatic sites and names this dam. Do not photograph it.
